In Mexico, healthcare oversight works on two levels that are worth understanding separately. COFEPRIS (Comisión Federal para la Protección contra Riesgos Sanitarios) is the federal agency responsible for sanitary/facility-level oversight — the kind of thing that applies to hospitals, pharmacies, and certain regulated health establishments. Separately, individual practitioners — physiotherapists, doctors, dentists — hold a cédula profesional, a professional license number issued by the Secretaría de Educación Pública (SEP) once their degree is registered. These are two different layers: facility-level sanitary compliance and practitioner-level licensing.
Cédula profesional numbers are, by design, publicly and independently verifiable — any patient can look up a registered practitioner through SEP's official portal at cedulaprofesional.sep.gob.mx. That public verifiability is exactly why it's a meaningful credential to ask about, rather than something you have to take on faith. It's a reasonable question to ask any clinic you're considering, in Tijuana or anywhere else.

What actually happens in session one.
There are no intake-only visits at PhysioPro. Session one is a full clinical assessment — roughly 30–40 minutes — followed by treatment in the same appointment, plus a rehabilitation plan before you leave. You are not paying to have a conversation and coming back the following week for the actual work to start.
Government-issued photo ID (passport or passport card is the safest option for a US-side crossing back home; a REAL ID-compliant driver's license works for the crossing itself but bring a passport if you have one). If you have prior imaging — X-rays, MRI, ultrasound reports — or notes from a previous provider, bring copies or digital files. None of this is required to start, but it speeds up the assessment.
This is genuinely individualized and we won't pretend otherwise before we've examined you. Most straightforward musculoskeletal issues improve significantly over 4–8 sessions once the underlying deficit is correctly identified and progressively loaded. Post-surgical, chronic, or complex presentations typically need more. We're not going to publish a flat package price table, because that's not an honest way to price rehabilitation — the number of sessions and the per-session cost of any package depend on what session one finds and the plan built around it. What we can tell you honestly: pricing is set per individualized plan, discussed openly before you commit to anything beyond the first evaluation, and payment is cash or bank transfer in MXN — there is no hidden intake fee or bundled markup.

Can you use US health benefits?
Under standard IRS rules, medical care received outside the United States is generally treated the same as care received domestically for HSA, FSA, and HRA purposes — legitimate, non-cosmetic medical care is typically an eligible expense regardless of the country where it was provided. This is a general statement of how those accounts commonly work, not a promise or guarantee specific to PhysioPro.
Keep an itemized receipt for every session (we provide one on request), confirm the specifics with your plan administrator or a tax professional before you rely on reimbursement, and check whether your particular HSA/FSA/HRA plan has any additional documentation requirements for care received abroad.
PhysioPro is a Mexican physiotherapy clinic operating under Mexican law and does not participate in any US insurance network, submit claims to US insurers, or offer direct billing. Payment is private-pay only, in MXN, at the time of service. If your US insurance plan offers any out-of-network or international reimbursement, that is between you and your insurer — we can provide documentation, but we don't coordinate directly with US health plans.

Northbound wait times at San Ysidro and Otay Mesa fluctuate significantly by day, hour, and season, and we're not going to quote a specific "best time to cross" as if it were fixed — it isn't.
